Electricity Rates in Texas: Best Electricity Providers in 2021 for the Texas Deregulated Delivery Areas

Happy anniversary Power to Choose Energy Monthly articles! One year ago, our team published the first set of articles regarding our Power to Choose data monthly analysis. Since then, Energysavings.com has been providing you with timely market updates regarding electricity plans in Texas.

Since we now have access to a full year of data snapshots from the Power to Choose website for 2021, we decided to treat you with this article that talks about the best Retail Electric Providers (REPs) in Texas for 2021. ‘Best’ could be in terms of various factors such as lowest rates, customer satisfaction, etc. But overall, we believe that reliability is key. That is why, this month, we are focusing on what we refer to as the “most reliable REPs”, the electric providers that were constantly offering electricity plans every month throughout the year on the Power to Choose website, despite the major winter storm in February 2021.

As our observations for each utility within the Texas deregulated delivery areas are very similar, we have written this article using the data from the Oncor delivery area and included the same data tables for each of the other 4 utilities at the end of the article for reference.

Best Electricity Providers in Texas based on their lowest rates:

Let’s start with the best electricity providers of the year; those that were reliable and offered consistently some of the lowest rates in 2021, based on the Power to Choose default filters. After entering your zip code on the Power to Choose website, you see a list of fixed rate plans, sorted from the cheapest to the highest rate by default. The plans filtered by default exclude plans with minimum usage fee/credit and plans with tiered pricing. The first plans you see are often short-term plans – plans with less than a 12-month contract. Which electric providers are offering those plans and are they a good fit for you?

The TOP 3 table above (among 30 providers) shows the most reliable Electricity Providers in Texas that were offering the cheapest electricity rates, on average, on the Power to Choose website in the Oncor delivery area. Let’s see who they are, and which products helped them obtain a spot on this TOP 3.

JUST ENERGY* is the electricity provider that offered plans with the lowest fixed rate during the most months in 2021. Their “Sustainable Living Bundle” offered on Power to Choose starting in January 2021 had the most competitive rate. The Sustainable Living Bundle plan is interesting because it includes an innovative green component. According to this plan’s electricity facts label (EFL), a “one-time Terrapass™ setup and carbon offset purchase is required to enroll on this product. This $14.99 purchase includes Terrapass™ account setup and 1 metric ton of carbon offsets. A customer interested in continuing to offset his or her carbon footprint will have the option to enroll with Terrapass™ independent of this product. What is a carbon offset? Basically, almost all human activities introduce harmful carbon emission into the environment. When you buy carbon offsets with companies such as Terrapass* you are injecting money into emissions capturing and reduction projects such as reforestation, farm power, and landfill gas capture.

The Sustainable Living Bundle plan has a $175 early termination fee and the contract length was either 3 or 4 months.

SOUTHERN FEDERAL POWER LLC: This electricity provider is in the second spot of our table. On the Power to Choose website they consistently offered plans called the “SoFed Better Rate”. They are a typical fixed-term plan with a $249 early termination fee and the cheapest electricity plan is typically the one with a 3-month contract.

FRONTIER UTILITIES: This electricity provider is in third place in our TOP 3. In general, their plans are from 3 to 36 months.  Unlike the REPs in the top 2 spots, FRONTIER UTILITIES’ plans with the lowest rate vary by name and by contract term throughout 2021. In a few months, their 3- or 5-month Eco Green product (a 100% green fixed rate plan) had one of the cheapest electricity rates, while in other months, it was one of their non-100% green plans named Frontier Easy Saver, Frontier Power or Frontier Power Saver and the contract term may be 3-month, 5-month, 6-month, 12-month, 18-month, 24-month, or 36-month depending on the month.  Most of their plans have a $150 early termination fee, except for the 24-month and 36-month plans, which have a $200 termination fee.

Please refer to Table 1’s at the end of this article for the TOP 3 lowest rates offered by the most reliable REPs in the other delivery areas. The REPs in these top 3 lists are very similar to what is shown here for Oncor, with the exception of AEP Texas North, where AMIGO ENERGY* is in the top 3 list, while FRONTIER UTILITIES is not.

Most Established Electricity Providers in Texas:

After looking at the best Electricity Providers in Texas based on the cheapest electricity rate, let’s look at other important factors. Who are the big players established for years in the industry? How do they perform regarding customer satisfaction? And finally, which products do they offer on the Power to Choose website now and last year?

Certification Date and Ratings

As we filtered out from this analysis the energy providers that left the game or did not show offers at least one day every month in 2021, we were left with the 30 most reliable electric providers that made it through the winter storm in Texas last February. We went further with our analysis by focusing on the “most established REPs”: ones that have been certified by the PUCT (Public Utility Commission of Texas) at least 15 years ago. There are 18 such REPs out of the 30 most reliable electricity providers.

First, let’s have a look from a customer satisfaction standpoint. We assess customer satisfaction using the Power to Choose Company Rating; it is a rating out of 5 and based on the ratio of customer complaints a company has received in the past 6 months compared to other companies. The higher the rating, the lower the complaint ratio, which may mean higher customer satisfaction. From the table above you’ll notice that TXU, RELIANT, SOUTHWEST POWER & LIGHT and TEXPO ENERGY have the Top 3 highest average ratings in 2021 on this list of most established electricity providers in Texas. In fact, TXU had a rating of 5 every month in 2021!

In looking at the average of the monthly lowest rates offered by this list of REPs, JUST ENERGY*, AMIGO ENERGY* and TARA ENERGY* offered the top 3 lowest rates in the Oncor delivery area. Please refer to Table 2 below for the other 4 delivery areas for the top 3 lowest rates offered by the most established REPs in each area as they may differ. GEXA ENERGY is in the top 3 list in AEP Texas Central, CenterPoint Energy, and TNMP.

Most Established Electricity Providers in Texas: Year-Over-Year Trend

From the previous list of providers, let’s have a look at their plans and rates. It is interesting to see how those “most established electricity providers’” offers compare to a year ago. It might help you navigate through the different plan lengths and help you choose the right electricity plan.

What do we observe from this table that compares lowest rates from the same providers in December year-over-year in the Oncor delivery area?

  • In general, electricity prices have increased year-over-year. With the exception of CONSTELLATION NEWENERGY INC’s 36-month plan in the Oncor delivery area, all rates in the table above have increased when comparing year-over-year for a given contract term and a given REP above.
  • What does this mean to you? Back in December 2020, if you signed up for a 24-month or 36-month plan with the few REPs that offered these longer plans, you would be able to continue to enjoy that lower rate with the same REP in December 2021:
    Let’s look at a few examples using the table above. If you signed up with TRIEAGLE ENERGY LP in December last year for a 12-month plan (11.2 cents/kWh), you would be shopping for a new plan in December 2021 during a month where electricity prices appear to have gone up. It doesn’t mean that you may not be able to find another plan with comparable or better pricing, but just that you may need to spend more time and effort looking for one. You may even need to switch REPs to keep your price low: for example, the new customer pricing for TRIEAGLE ENERGY LP has gone up. However, if you had the fortune to sign up for a 36-month plan with TRIEAGLE ENERGY LP back in December 2020, you would be still enjoying a nice 10.8 cents/kWh rate on your electricity bills!
    Same thing for CHAMPION ENERGY. You could still be in a fixed term contract at 10 cents per kWh today if you signed up for a 24-month plan instead of having to renew or shop for a new plan in December 2021, when prices have been higher.
    While electricity prices may go up or down, one thing is for sure, if you’re looking for price protection and don’t have time to shop around every few months, this December year-over-year review shows the value of longer-term contracts, where you can enjoy a stable price and not worry about having to shop around and switch REPs often.
  • 5 Electricity Providers were not offering long term plans (12-month +) last year, but they are now.
    For example, the longest term plans offered by TXU ENERGY and RELIANT in December 2020 were 12-month plans. But in December 2021, they are now offering 24- and 36-month plans as well.
  • On the other hand, some providers keep on only offering long-term plans.
    CONSTELLATION NEWENERGY INC. was and still is offering only a 36-month plan and other shorter plans on the Power to Choose website in the Oncor delivery area. They do offer a 12-month product in the AEP Texas Central and TNMP delivery areas.
  • In Oncor, the most competitive rates for each fixed rate plans in Dec. 2021 are:
    – GEXA ENERGY: 10.3 cents per kWh for the 12-month plans.
    – GEXA ENERGY and SOUTHWEST POWER & LIGHT: 10.7 cents per kWh for the 24-month plans.
    – CONSTELLATION NEWENERGY INC: 10.7 cents per kWh for the 36-month plans.

Please refer to Table 3 at the end of this article for each of the other 4 utilities for the data pertaining to each of the other delivery areas.

So, based on this month’s analysis of the Power to Choose plans offered in 2021, who is the best electric provider in 2021 in Texas for the Oncor delivery area?

The answer really depends on what you are looking for based on your needs. If you are looking for the cheapest fixed rate plan (without minimum usage fee/credit and tiered pricing) and don’t mind the extra effort to shop every few months, then JUST ENERGY*, SOUTHERN FEDERAL POWER LLC and FRONTIER UTILITIES’ lowest price plans are the ones you should have gone for. But if you are looking for peace of mind and price protection, then perhaps of the longer-term plans from the more established companies are what you could have considered, such as those offered GEXA ENERGY, SOUTHWEST POWER & LIGHT and CONSTELLATION NEWENERGY INC.  Finally, if you’re looking for an REP with a great track record in customer satisfaction and low customer complaint ratio, TXU, RELIANT, SOUTHWEST POWER & LIGHT and TEXPO ENERGY are the ones you should have considered in 2021. Data obtained from powertochoose.org (Power to Choose) for the days from 12/1/2020 to 12/31/2021. The tables above list the lowest price in cents/kWh offered by each retail electricity provider (REP) for a given type of plan for a monthly usage of 1000 kWh. If more than one product was available from the same REP for a given type of plan, EnergySavings.com only included the lowest rate in its analysis. Please note that as products and rates may change at any time in the day on Power to Choose; EnergySavings.com’s analysis is based on information captured in its single daily snapshot, and therefore cannot guarantee that every product and rate made available in the month has been captured. Please reach out to [email protected] if you feel that any meaningful data has not been captured and EnergySavings.com may, at its sole discretion, issue a correction to the report. There was also about 5% data loss in each daily snapshot for the December 2020 and January 2021 periods. The analysis is performed by excluding plans that are marked as “Minimum usage fees/credits” according to the data captured from Power to Choose.  For more information about the electricity plans mentioned in this report, please consult both the Electricity Fact Label (EFL) and Terms of Service (TOS) for those plans. Those documents are available on the Power to Choose site if the plan is still currently offered. The rates listed may differ if the REP has changed their pricing.
